Auto Racing: go kart chassis, fia regulations, plastic bushings

I have 2 questions and I hope you can help me.
1) I have a 1992 TonyKart chassis and I would like to know if the rear bar can be cut and weld back at different point,  as well the seat bracket to fit a World Formula Engine. This Chassis was for Tag and now for WF.
Will this chassis be  legal for CIK/FIA Regulations.

2) If I install side pots can I use plastic or metal bushings to fit it to nef bars.

IF you where to cut the rear and weld it back at a different point it would be a different chassis, consisting of different measurements etc. i do not belive that it would be legal for CIK/FIA regulations, and if you install side pots i would use plastic bushings to fit the nef bar , simply because they are lighter and can be replaced easily.
