Answer
Technically any driver not in the top 35 is considered a go or go home driver. So, even if you have a championship provisional, he would be called a go or go home driver. And if a more recent past champion is qualifying, outside the top 35, he wouldn't recieve that provisional anyway.
Yes, a go or home driver can most definitely get the pole for a race. Same as any other driver. if he goes fastest, he's got it :)
