There is no fastest lap record.  It depends on the track.
I will give a site with all the info about times and laps along some stats for the Nextel Cup series of NASCAR.

By the way, if by record you mean speed, then Bill Elliot set the record at Talladega before they put restrictor plates on cars...at 212 MPH.
