Yes, in September 2000 the Cup series ran restrictor plates at New Hampshire because of the deaths they had at that track in 2000. In the two fatal crashes at New Hampshire in 2000, they were both caused by a stuck throttle. So in September they put on the plates to prevent a stuck throttle.
