 That would be the University of Michigan , Jack Rouse who is in Michigan helped to design the roof flaps !!NASCAR introduces roof flaps as an experiment early in the 1994 Winston Cup season, as a potential solution to cars getting airborne when turned backwards.

Extensive research and development has gone into authenticating the 1989-1993 body style. Such advancements as roof flaps, the Earnhardt roll bar and hood tethers had not been invented yet. Contingency decals were different than those seen on current models, and the cars even raced on white-letter tires. Detailed features inside the car have also been adapted for this specific time in NASCAR history.

"Because of the tightness of the corners in Atlanta, what you have to do is get out off the gas and get on the brake and steer around the corner," said Roush, who developed both the roof flaps which have proven invaluable at Daytona and Talladega and an emergency engine cut-off system. "Then, you get back on the gas. You could have a scenario where one car wrecks and involves some other cars, but the cars stay strung out and you don't get 30 of them in a pack. You pick and choose how close you run.
