BMW Repair: HELP!! 93 525i wont start some fuel/electrical problem, fuel pump relay, vacuum lines

Hi there,

Here is the quick and dirty.

93 525I with 185k miles.  The car has been maintained well and has had no issue like this in the past.  Ran fine a couple nights ago and my fiance went to leave the next morning and it wouldn't start.  Engine turns over but acted as if no fuel or spark.  Removed intake boot, found two failed vacuum lines and replaced them, used starting fluid in the intake while cranking and pressing the gas pedal, the car will fire.  So, I figured fuel pump.  Jumpered across the fuel pump relay from terminal 30 to 87 after first testing for power at the relay (relay had power) but the pump still was quiet.  I have the inspection plate open in the trunk so I could definitely hear it if it were running.  

From that point I thought it had to be the fuel pump, but then I went and checked the fuel pump fuse in the box on the drivers side under the hood.  I have no power there.  Should this be powered any time the ignition is on?  

I hear a humming noise coming from under the intake manifold any time the key is on.  I can't say if it is normal or not as this is my fiances car and she doesn't know or pay attention to that kind of thing.

It is time for a new car, this bmw is eating us alive on parts/repair cost as of lately it seems like it is something else every other week.  Her parents bought it for her when she was 16 (27 now) and it has been a great car but I really could use some help figuring this because we just can't afford to take it to the shop right now and she needs a car.  A week ago it was the idler pully and I was out of town so she had to take it in, I'm still trying to get over the pain from that repair :(
