BMW Repair: BMW, E46, wont start., bmw e46, bmw factory

Question
year: 1999, Model: AN52 (E46), VIN: 3006C037
I sent the car to be fixed the V-belt and brakes. the guy lost the keys with the car closed and armed. he tried opening the bonnet with the arlarm was activated. he was an apprentice at a BMW dealership. he opened the boot using another battery( i don know how) to switch off the alarm.  i did not find the old spare key until four days after. when finally i did, i went straight to the car, open the front door using the key( no remote, cause battery terminal was off) to start it, it did not. i kicked started and it drove off. i parked it for two days because the key wont start the car. i then called the BMW dealers, they came. the key remote started working but still the key wont start the car. it was the key i used before, i never erased it. now they say i should buy new lock set, R6000. cannot afford, just for a lost key.

Answer
Mthunzi, Is this a BMW factory alarm? With the key in the 'ON' position (two clicks forward) press and hold the instrument cluster button (Left) until you get 'Test 1' displayed, press the button several times until you get to 'Test 19' When the display reads 'L_Off' press the button. Now press the button until you get to 'Test 9' and read battery voltage. What is the battery voltage? Have you ordered another key from BMW? Try that first they cost $125.00USD over here. Do all the dash lights work and functions work when you turn the key two clicks forward? What happens when you move the key to the cranking position? What faults are stored in the vehicle.. You may have a problem with the EWS (engine lock out protection system if starting system is verified good). Let me know what you find.
