BMW Repair: 2000 528i Air Conditioning controls, resistor pack, 2000 bmw 528i

Question
My 2000 BMW 528i always blows hot air out of the leg area, and none of the controls on the air conditioner are working.  I can turn the A/C on, the blower all the way up/down and switch it to face, leg, etc and it still blows max hot air to the legs.  Even if I turn the blower all the way down until the LCD turns off, it still blows.  The temp sensor appears to be correct.  I purchased it recently and it has been this way since I got it.

Gareth, If the blower blows even with the A/C controls off then please start by replacing the Blower Final stage resistor pack. It is located in the passenger footwell and you will find instructions on replacement if you research E39 Final stage replacement on my responses. Let me know how it goes.
