GMC Repair: 98 GMC Savana 2500 4.3, gmc savana, passlock sensor

QUESTION: My Van would not start. Had fuel but no spark. I replaced the Engine Control Module with a remanufactured unit. Installed it and did the passlock reprogramming auto learn procedure and it started.
The problem is intermittently it still will not start. I turn the key and there is no power to the instrument panel just like before. It cranks but will not start. If I leave the key in the on position for 2 or 3 minutes then turn off then back on then instrument panel lights up and it starts. What could be causing this problem? I was told I may need to replace the Tumbler or passlock sensor or passlock module? What should I try next?

ANSWER: What is the security light doing when the problem occurs? Is it on steady or flashing?
If the IP cluster does not illuminate AT ALL, as in NO lights, no needle movement (gauge check) no "dummy" lights (service engine light, ABS light, etc...)  during bulb check, then I would say the problem is NOT a theft deterrent fault, and is a voltage problem elsewhere. It is possible that you are loosing voltage to the IP cluster, passlock sensor, and other electrical items somewheres between the battery/fuse block and these loads. Just as important is the ground side of these loads. all this should be checked as you could spend serious $$$$$$$$ and replace alot of unnecessary parts,  and the problem may just be a loose ground somewheres.

QUESTION: That is correct. Nothing lights up except for the light in the middle that tells you what gear its in. Thank you for your help! If I where to attempt to change the passlock sensor myself, do I have to remove the steering wheel to get to it? If so I assume I will have to deactivate the air bag?  Thanks.

I would highly suspect another problem. If it is doing the same thing, then the original problem
still exists.
I would suspect a voltage loss possible the Ignition electrical switch, could be a battery cable
could be a poor ground or power supply.
I would check all the power and ground cables.
