GMC Repair: Brakes, rear brakes, wheel cylinders

I recently had a brake job done on my 95 Blazer, when I come to a full dead stop and I begin to move forward I feel/hear a click (like the brake shoe is not releasing from the spring).  Also, in damp/wet weather when I first get in the car and drive as soon as I apply the brakes the rear brakes lock up and skid.  Only when I drive around with my foot on the brake lightly for a few minutes to dry off the shoes will the brakes return to normal.

If rears were do when brake job was, I would take it back, and let them repair it under warranty. MOST shops have lifetime on brakes.
If rears were not done, sounds like possible fluid contaminated shoes not releasing (from leaky wheel cylinders) or faulty springs (14year old springs)
