GMC Repair: Cooling fans on 2000 Pontiac Montana, pontiac montana, fog lights

Question
I purchased a 2000 Pontiac Montana (3.4, auto, pwr everything, cc, etc...) this past December in Florida. At the time it had 89k miles (91k now). Since I've had it, it has several peculiarities that I have been unable to figure out. Sometimes the fog lights and pwr rear door work, sometimes they don't. Same for the horn. I get odd readings from the outdoor temperature sensor at times (sometimes accurate, sometimes 30 degrees or so off). Most importantly, however, the electric fans have never come on (not even when the ac is on). Fortunately, I only have a 2 mile commute each way to work, so it never overheats. I'm unsure how to check the relays and the motors themselves to see if the fan motors are bad (both?), the relay is bad, there's a problem in the wiring, the temperature sensor is bad, etc...Any advice and direction you could give would be greatly appreciated.
