GMC Repair: Spare Tire Will Not Release, shade tree mechanic, gmc yukon

Own a 2001 GMC Yukon and the spare will not release. My father is a shade tree mechanic and wants to remove the rear bumper to fix... This cannot be right isn't there an easier way? How do I get this spare tire out without damaging the vehicle? Please help. Thank you.

As long as ya'll have the proper tool in the hoist, I would turn it and see if someone could get under it and pull down while other is turning the tool.
Other than that, no need to remove the bumper, either just cut the cable or the spare hanger.
