GMC Repair: Coolant system, coolant system, head gasket

Question
I have a 1995 grand prix.  Why would the radiator be low on fluld, but the reservoir is full?
Also, should the fans located behind the radiator be running when the car is on, or only when needed?
My idiot light came on telling me my car was running hot, and the guage showed it was in the red.  But then it would fluctuate up and down.

Answer
Why would the radiator be low on fluld, but the reservoir is full?

Most likely due to a fault within the cooling system such as a faulty thermostat, A combustion chamber leak into the cooling system chambers (small head gasket(s) leak), Faulty radiator cap.

should the fans located behind the radiator be running when the car is on, or only when needed?

The cooling fan only comes on when the engine temperature reaches approx 220 degrees, Runs for a short time and then stops and this cycle keeps repeating itself over and over UNLESS you have the A/C operating and then the cooling fan will run all the time.

My idiot light came on telling me my car was running hot, and the guage showed it was in the red. But then it would fluctuate up and down.

Most likely the same cause as stated in your first question above.

Testing the cooling system with a PRESSURE TESTER will reveal a possible head gasket and or intake manifold leak and a CYLINDER LEAKAGE TEST on all of the cylinders will also reveal any possible leaks into the coolant system chambers of the intake or head gasket areas.
