GMC Repair: Fuel Pump, vehicle speed sensor, electronic control module ecm

Question
I have a 1990 Buick Regal with a 3.8 Litre Engine that I purchased new.  Vehicle would not start and  I troubleshot down to bad fuel pump.  Removed tank and found the connectors between Sending Unit and Pump melted and burnt (suspected short in wiring).  Removed tank and replaced Sending Unit and Fuel pump.  Replaced Fuel Pump Relay and Fuel Pump Fuse.  Fuel pump worked and engine started.  Next day car would not start.  Fuel Pump Fuse was blown again.  Everytime I try to replace the fuse it blows as soon as it is inserted (suspect short in wiring).  Disconnected the fuel tank quick disconnect at rear of car.  Fuse still blows.  Pulled the trunk lining, back seat and passenger rocker arm to look for short, none found.  Installed new Electronic Control Module (ECM) and another new Fuel Pump Relay and fuse still pops.  Downloaded error code from ALDL connector by inserting a jumper wire into the diagnostic terminal and the ground terminal and got 2 flashes, pause, 4 flashes (Code 24).  This fault is for the Vehicle Speed Sensor and the probable cause listed is "A fault in this circuit should be indicated only when the vehicle is in motion.  Disregard Code 24 if it is set when the drive wheels are not turning.  Check the connections at the ECM.  Check the TPS setting."  Any ideas? Help!
