GMC Repair: Tune up 1994 Buick roadmaster, buick roadmaster, damp weather

Hello,
I have been having problems getting my 1994 Buick Roadmaster to start in cooler , damp weather. I brought it to the local dealer who informed me that the battery was bad, and it needed a complete tune up. The cost for this was 1600.00. Because they said they need to remove the water pump to replace the plug wires, cap and rotor. Is this true. And , is this tune up something I can do on my own? Does this car have a distributor, also. I could not see one. It has a 350 chevy engine in it.

you do not have to remove the water pump it just a basic tune up it as a coil pack so no dis . just wires and pluge
and pc valve and i would change the gas filter all for 60 at the parts store . take one wire off at a time so you do not run in to trouble pete
