GMC Repair: disk brake, wheel disk brakes, good shape

Question
2001 Yukon 2WD with four wheel disk brakes.  The parking brake will depress with out resistance. All cables are connected.  The inline cable adjustment is maxed out and the pads are in good shape but the brake does not hold.  What can I do to fix this?
