GMC Repair: Car wont start, pontiac sunfire, pass key

I have a 1996 Pontiac Sunfire that has been sitting for three weeks without being started. Normally it starts right up every time.  Today it would not turn over at all...no sound at all.  I cleaned the positive battery terminal which was corroded quite a bit, did the negative too.  Still would not start.  Tried to jump and still nothing.  I noticed that the theft device light came on and stayed on which I don't remember happening before?  I was reading in the owners manual about the Passlock system and was wondering if these two things are what is keeping the car from starting?  The radio, lights and everything else is working, fuses all check out OK.  Before I call the garage, do you have anything else to try?

More than likely the PASS key that has the little CHIP on it is dirty, Try cleaning the whole key with a non-abrasive cleaner. If it still does NOT start take the key to the dealer and he can put it into his tester and see if it is OK.
