My Half Ton Will Not Idel When Cold.I Have Cleaned The throttle body.I Replaced The Cold Water Sensor.
I Cleaned The IAC Valve.When The Truck Is Cold The Engine Will Not Hold A Idel.It Seams To Flud Out.
As Soon As It Gets Just a Little Warm It Will Come Up On Fast Idel And Works Well.There Is 130000Miles On The Engine.Some One Told Me The Center Dome Could Be Pluged.Is That Possible?I Also Changed The EGR Valve And Control Unet.Please Let Me Know What You Think.The Engine Is A 1990 4.3 Litre.

WHAT is a Center Dome ?.
In Prince Edward Island The Center Dome Is The Part Of The Engine The Carb.Sets On.You Likley Call It The Intake Manifold.
Has the CHECK ENGINE ever illuminated on the dash panel ?.
No.The Engine Is All The Way It Was When New.Never Been Worked On.
What is the vehicles repair history ?.

I would suspect a faulty IAC valve. Did you use the manufacturers recommended test procedure ?.

Did you use the manufacturers PRESETTING sequence BEFORE you re-installed the IAC ?.

Answer
It may already be to late as you have a 50/50 chance that you have already damaged the IAC and or the IAC set within the throttle body of where the conical (pintle) end of the IAC rests within the housing of the iac installation area.

Remove the IAC and disconnect the 4 wire plug to it. Wiggle the IAC pintle end back and forth while applying LIGHT pressure so as to retract the IAC pintle back into the IAC motor.

Look into the pintle seat within the throttle body for any roughness or ridges of metal, Also look for same on the pintle of the IAC.

Spray some GUM CUTTER or carb cleaner or similar style spray can of cleaner into the pintle valve seat area within the throttle body so as to clean out the air channel as it gets a CRUD build-up over time and requires cleaning.

Once you verify NO damage to the pintle or pintle SEAT area and with the pintle RETRACTED reinsert it back into the throttle body and plug it in and start the vehicle and the IAC should SELF ADJUST to it's proper setting UNLESS you have damage as said above.
