GMC Repair: steering problems, chevy express, hands off the wheel

I have a 1999 chevy express 2500 Van my problem is the steering its like I don't have any power steering, its so hard to steer and it seems like the power steering has no return when I make a turn the wheel kind of stays there and dosen't return, When I'm driving and let my hands off the wheel it stays straight but seems to wander when i hit grooves in the road OH what could the matter be ?

What was the LAST repair on the vehicle ?. ANY repair of any nature ?. In most cases problems that arise days, weeks or even months later can usually be traced back to the previous repair.

Has this vehicle suffered any front end damage due to an accident or did you hit an object or a curb or the like ?.

WITHOUT knowing any history on the vehicle, I would suspect the steering GEAR (box).
