Alfa Romeo Repair: 89 Alfa Milano Gold electrical issue, alfa milano, ohm meter

Hello,
I purchased an 89 Milano Gold that has spark but doesn't start.
I removed the alarm system thinking that it was the problem.

1.The car has two relays near the ECU(front passenger side) I am not
sure what they power, or if they were added as part of the alarm system?

2. The main relay set for the fuel injectors in the engine compartment doesn't
have 12v on 88b, in fact that second half of the relay has no power.

3. The fuel pump doesnt have 12v power with ignition on.

Please help.

fuse #13 powers the fuel pump and it gets its feed from relay #148 which is next to the fuse bank at the far right. The ground for this relay is in a long string and could be the problem. You can check that with an ohm meter. Also check for an impact switch on the firewall or right fender in the engine compartment.
