The ideal tool is the digital storage ocilliscope. However, any digital multi meter can be used to get a good idea of the performance of an O2 sensor. The key is: the more rapid the changes, the better. A new O2 sensor will change readings in 4ms (milliseconds), this can only be shown by the dso. But a DSO is at least $900 while a DMM can cost as little as $30.
I prefer the Fluke DMM.
