Alfa Romeo Repair: poor responce on start up, injector pipes, hydraulic lifters

hi, i've got a 2001 156 2.4jtd its done 100k and every time i start it, it has a delayed and slow responce to the accelorator. if i drive off it does about 15mph max and after a while the power comes back and it is fine. this happens everytime it is turned off and restarted. i put in a new air filter and am gonna try puttin in a fuel filter. also the air temp has stopped working (doesn't display on dashboard) if that has anything to do with it

It will not hurt to change the fuel filter and check for water in the container. Try bleeding the injector pipes at the injectors.  I do not know this particular engine, but, if it does not have hydraulic lifters then the valve clearance is also part of the problem. Now, check the vacuum lines for partial clogging. Is is probable that a sensor is not getting true vacuum because of carbon clogging of a vacuum line.
