Sir my question is,
how to check starter & starter relay. (weather there is a power or no and which auto electrical voltmeter should i use to check it) can you please also suggest any website where you can learn about auto electric and electrical troubleshooting.

For automotive work use a digital multi-meter--$50 ones are usually as accurate as $250 ones, they just do not hold up to any abuse.

There are quite a few auto repair books that give basic electrical instructions.  Haynes has a book just on automotive electrics.

Competent electrical workers are in chronic short supply.
I am 67 years old and am still learning about electricity and I am considered quite good at it by my peers.
