is their anyway that i can run an amp and subs in my car stereo off an outlet.is their a converter or something?

Yes, but it is highly discouraged.  The crossover between home electrics and auto electrics is not a wise thing to do because of cost and engineering incompatibilities.

But, if you want to explore it you can purchase inverters that will convert dc to ac and ac to dc at various voltages and current levels.  Sub amps take a lot of power so the converters become more expensive than buying new amplifiers that run on the correct voltages that you want to use.  

If you are converting 120v ac to 12vdc you must have an converter that will supply solid, low ripple dc so as to avoid hum noise.  They are expensive.

which would provide around a 400w capacity.  If you have larger sub amps you need a bigger converter.
