ANSWER: In most cases, this will mean replacing the entire speaker.
There are professional speaker re-coning shops but they usually deal with JBL, Electro-Voice and other common professional speakers.

QUESTION: Also, one more question... I recently bought the car with about 120k miles just to get me through college, and the speakers hardly ever turn on. When they do it is completely random. I have been told that it's due to the loose voice coil wires and they need replaced. My question though, is could it possibly be due to the receiver unit? The cd player doesn't work, and the volume goes up and down when i try to turn it up.

You can check the speaker connections, but to me it sounds like it is time for (at least) a new headunit/deck. It could have many more problems than the CD and volume not working correctly.
I am not sure how old the vehicle is, but if it is over 6 years old I would replace the speaker wiring as well.
The speakers you have may still have life in them (it is hard to say at this point as the problem could be the deck).
If the system had no special amplifiers/speakers, you can get a new MP3/CD/AF/FM deck with a USB input for under well $100.00.
Some vehicles have special audio systems which are a little more difficult to upgrade.

If you cannot afford all new gear, I would get a new headunit/deck and see if that cures your problems. Depending on the vehicle age, if you still have issues with the speakers being intermittent, you should replace the speaker wiring and test again.
Of course, new speakers would be next in line if a deck and new wiring does not totally fix it.
