how do i hook up a vr3 cd player in my 99 f-250

You must have the wiring diagram for the cd player so you know the outputs.  Then connect to the wiring of the truck according to this diagram:

You might find it useful to spend about $10 for the wiring harness for your vehicle which has a plug adapter and pig wires so you can easily connect the wiring and easily remove the unit if you need to in the future.  You can find such wiring harness adapters at www.installer.com or crutchfield.com and bestbuy.com and other such places.
