Audio Systems: sound vibration surviellance, lrad, thought machine

We are having a very bizarre situation going on in our nieghborhood were some one is using a "thought machine "which is computer based the police have never dealt with such a problem and think your mentally ill?wHEN YOU TRY TO EXPLAIN TO THEM THAT SOMETHING IS TALKING TO YOU IN REAL TIME. I do internet research this why my nieghbor came and told me his bizarre experience .When I was approached I thought no way .Than it happened to me so this is why I am asking the question . After research there are machines that are capable. After doing research apparently there is more sound than radio frequency ,which coinsides with how a person hears when you hear it the sound is right below the subliminal message range (-db)who ever is doing this is thier motives is for fraud and it goes from one grid area to the other and basically data mines off people. Thier are ten people including myself that has experienced this and the other ten say they know at least two other people this has happened too ,it does talk and ask question and it is apparent it is synthetic voice but it sounds like data transmission (fax)until it gets too some ones ears. Can you provide some information on what type of equipment one would have so we can look into certain areas of the city that would have this equipment . Thank you

Well it sounds like they may be using something like LRAD on you?  check out LRAD here:

I have a friend that was in the military and he used it.  You can project a clear audible voice up to 500 meters away.  but it's just audio, not "ecripted" in anyway like you're describing.  you said it only sounds like audio when it hits your ear.  the LRAD is like a laser beam.  you see the dot wherever it hits but you dont see the path.  but you can insert anything along the path and still see the dot, know what I mean?  the audio from the LRAD travels in a beam and anything in the path, including microphones, will hear it clear as day.
I dont know how you'd go about "finding" the technology but it should be able to be captured on microphone unless its some sort of technology I dont know about.
