No; you must get it from the manufacturer, ultimately.  Sometimes the car dealer where you bought the car of the installer who put it in originally can get it for you free - if they want to.  Typical cost is $25 - it is a nuisance handling fee mostly.

If it is a stolen radio you will never get it without tracking the original owner down; that is the purpose of it.

If you bought it used, you should have gotten it from the seller; go back to them and get it.

If you bought it new, check your original papers, again.
