"i know everything works cuz it was hooked up on previous CD player"
Actually .. you knew everything WORKED.
Obviously, things are not not be working, now.
Interesting how people that sell/deal used gear often say  "wow man, it worked b4".
Usualy, it is the people you get the gear from that say 'it worked'.

Subs are supposed to vibrate.
You are not supposed to touch them while they are operating.

I see no specific question here, but that deck should have plenty of RCA signal to drive most any amplifier (2 volts rms). Be sure the balance and faders are set correctly. Be sure the amp level is turned up enough to provide RMS power.
The box for the sub(s) may not be the correct size for the RF's.

IF it is all hooked up properly... you may have a hardware problem (probably the amp or the speaker). Try testing them out of the vehicle to see what is working and what is not.

This is the same answer as I sent the 1st time, basically.
IC that the deal has 2volts out, so that is not the problem.
