Audi Repair: Starting problem for A4, throttle position sensor, pep boys

Hi, I have an Audi, A4, 1998 (manual). The car does not starts if it is shut off for a few minutes. (Drive to the grocery and come back in 7 minutes and it won't start) However, if it stays shut of for over 15 minutes, I have no problem turning it on.  Took it to Pep boys and they checked it via the computer and it gave a manufacturer specific code Po1565.  Was able to start the car after got people to give me a push (car is manual).  Kindly help. thanks

The P1565 error is "Idle Speed Control Throttle Position lower limit not attained" which would suggest to me that either there is a correction needed to the throttle position sensor, or perhaps a microswitch is not functioning correctly.  I would check those first.  Let me know,  Jan
