i insalled a new blower moter but it will not turn on

It probably did not need a blower motor. Cadillacs are notorious for blower issues. I don't know what style they are running in that car. First thing to do is have key on and check wire going to blower motor for power with test light. If you have no power the problem is something else and you are not looking at a cheap repair.
This car either has a resistor module that can't be serviced under the hood on the passenger side. If equipped, you will find lots of wires going the the module and one that comes out and feeds the blower motor.

On other's fan speeds are controlled by the BCM (Body control Module-computer under the dash).

There is also a blower relay, however never seen one of them go bad.
If you are trying to diagnose and repair on your own that is fine, but you better look on Ebay or craigs and purchase a factory service manual. The manual will walk you right through the problem and keeps you from replacing parts on a guess. A very good investment.
