Cadillac Repair: fuel pump will not start, auto theft claim denied on purported forensics for key of the proper type

I replaced two new fuel pumps on my Cadillac deville dts 2000. Both fuel pumps send the signal to the gauge showing how much fuel is in the tank, but the fuel pump will not start, i changed the fuel pump relay, with a new one and swapped a relay still it will not start the car. I sprayed some starting fluid in the map area the car starts right up. Please help

I am not going to lecture and obviously you don't know, but hearing the use of starting fluid to me on an aluminum engine is like nails on a chalk board! Yes, the idiots at the parts stores stock it and it is commonly in the front isle. You can literally blow a cylinder head off or do other catastrophic damage! Starting fluid is not designed for gas combustion engines especially aluminum engines, where everything is much weaker internally. It is designed for diesels only!
If you want to spray something in there a empty Windex bottle with gasoline is fine.

Now, to your problem--You need to go to the owners manual and find all of the fuse box locations and check the fuses first.
You may be able to download a manual at http://www.alldata.com for around $30. You may say that is a lot of money. Well, what did you just spend to replace a perfectly good fuel pump and the labor too, twice, when that was a problem?
Working these issues without a factory service manual is like working in the blind. The manual will walk you through the diagnoses in flow charts and you will get the problem repaired.
If I were at the car, I would not touch it without the service manual.

If you can't get it there, you may have to try Ebay or Craigs.
