Problem is not in your key and you wasted your money getting one. It is most likely that GM problematic GM VATS junk.
You may want to tilt the steering column in different positions and try starting the engine. If the engine starts, you have a break in the tin wire leading up to the lock, or the one leading down the column. These wires liken hard wiring for land line telephones and break inside the insulation.

The easiest way to bypass is call around to alarm stores and see who has the VATS bypass kit. These kits of resistors cost them nothing and I can't see you being charged more than $60 for them to install. Either that or get ripped off from Cadillac for $700.00 for a new ignition lock.

This is just the least hassle free way to proceed on this.

You can't "reset" the VATS.
