My fuse blew today in my 1992 cadillac deville. It was a 20amp fuse. Can I replace it with a 25amp fuse or a 30amp.

No you cannot raise the rating. The purpose for the fuse rating in that circuit is to keep the wiring from over heating a starting a fire.

The first thing you need to do is figure out what failed on that circuit to cause the fuse to blow. Then repair the electrical defect.
If you go to 25, you might as well just put a piece of aluminum foil in pace, because anything after 20 does not matter any more. You will have a split second over heating, the plastic insulation will set off other combustibles and the car could be fully engulfed in a minute or so. That is why circuit protection is so important. As well as my other talents, I am a vehicle fire investigator and have seen the result of faulty electrical circuits.

If the fuse continues to blow, you have a positive to ground situation. A bare wire hitting metal or something electrical like a lighter coil failed.
You did not specify the circuit or what caused the fuse to blow.
Never put a higher rated fuse in!
