Cadillac Repair: Motor will not turn over on a 98 cadillac sts, herb millers forensics, flawed arc forensics

Question
QUESTION: I recently did a timesert job on my cadillac 98 sts, we just got it all back together and tried to start, and the motor does not turn over, something else that is crazy is that both side mirrors move outward so far they start clicking also the hazzard lights flash when i open the door, they flash for a couple of minutes then go off then flash again for a shorter period of time, when i try to start the car you can here they relays under the back seat and the ones unders the hood clicking, i did recheck all of the grounds as suggested by friend,i do not have the chip in my key just the key fob for the doors, trunk, fuel. before this the car did run,i did replace the starter with a rebuild while i had it apart. any suggestions would help, i have got a lot of time in this car and ready to go nuts.....thanks

ANSWER: Hello,

What is a timesert job? Just by a guess, and that is all it is from your description would be a bad connection at or a bad body control module (BCM). When trying to find a problem such as this, I recommend have in factory service manual instead of guessing. You can probably find a manual on Ebay or Craigs, otherwise guessing will get you in trouble and cost you lots!

QUESTION: Thanks for the quick response , I apologize for not being  clear on what I did , I had to pull the heads and drill out the block, I did this with the. Motor in the car, the battery was disconnected for about 3 months, I did charge it before I attempted to start it . I did have to disconnect a lot  of electrical connections under the hood , we replaced
The starter while we had it apart. Like I stated above the hazard lights flash and when u turn the key all you here is the relay under the seat click and the one under the hood click only with the turn of the key .
Thanks

Answer
Hello,

Thanks for explaining what you did and now I would say, something somewhere in the engine is either not connected properly.

I always ask what was performed before the problem presented itself and this is exactly why. If the mirrors did not do that before, if the engine started and the flashers were not going off before you did the engine work, something is either disconnected or connected wrong.

Now I will ask, why did you replace the starter? Was there a starting issue before you did your timecert?

It does sound like something is going on with the BCM, possibly a harness running from it that connects under the hood. Now,if you had a starter issue in which all you had was the rely clicking when you tried to start the engine before an then did your engine work, maybe you did not need a starter in the first place, but that event can make things even more complicated for diagnoses.

See, us guys have a tendency of fighting ourselves. I never read instructions until I find I could have corrected the issue in a minute, but am so bull headed I will spend 20 minutes figuring  can handle the chore myself.

I recommend to anyone (from the hard way of doing things) if they are going to keep a car and do their own service, the factory service manual is the best tool anyone can have! It has the schematics, the diagnostic flow charts, everything!

You are going to have to go through every harness you disconnected. Make sure you did not plug the wrong connector into somewhere. Don't even think that GM does not have a connector that cannot be installed in the wrong place. I guaranty after 30+ years of working with GM wiring, it can happen. You could have a disconnected black ground wire you are not seeing that could be under the hood. If you had no problems before working on the engine, a new problem did not just develop. I guaranty it. The discharge of the battery for three months may cause key memory problems in a Ford, but not a GM. If you had key memory loss on a transponder system problem, you would not be getting the clicking.
