I bought a 94 eldorado at the road side and had it delivered yesterday. I can not get the low beams to come on. Bulbs and fuses are all right. I can flash the Hi beam but it does not latch,

Hello,

You probably need a dimmer switch.

Located under the dash on the left side of the steering column. One screw amd one stud should attach it. There are three wires going to it. On the top center there is a hole where a steel rod coming from the column fits in it. The rod comes from your turn signal lever that actuates low and high beams.

Not too bad to replace and adjust. Shouldn't take a novice more than 1/2 an hour to complete.
