Hello,I have a 96 cadillac elderado. Sometimes when I
try to start my car it makes a fast ticking noise. Like
tictictictictic. Like the battery is low but its not. Then I let
it sit for a few minutes and it starts.  I changed the
starter. Could it be the fuel filter or feul pump?

From your discription, I believe it is some sort of connection issue between the battery and the starter. It could be a battery issue and you need to go to some place like auto zone to get it tested. How old is the battery? If its 5 years or older, you are on borrowed time.

You didn't say, did you have this noise before you replaced the starter? You also did not say if the starter was actually new or a junkyard starer.

No you do not need a fuel pump. Get back with me on more speifics.
