My 88 seville's undercarriage on the passenger side behind the tire has cracked in half at the knuckle and seems to be impossible to weld. I'm assuming it was in a wreck before i bought it and that's when in started to crack. I guess my question is, is this a common thing or is it probably from a wreck i don't know of? and also how much of a pain is this going to be to fix?

No, your situation is not common and I have never seen what you are describing.

This is a uni-body car and if newer would probably require a clip from another car.

You may love this car. I do not know, but you need to look at it from a financial point of view. You are looking at thousands to repair and you will never recover the money you invested.

Its time to find a different car.
