Answer
Hello,

One of Cadillac's VERY common problems over the past 20 years. Can cost well over $500 to fix or more at the dealer. If you buy a module at the junk yard, it will be junk now or in the future.

Disconnect neg battery cable--

This is a slip shod fix, but saw it on many vehicles and just a suggestion--Cut the power wire going to the blower motor. On the wire going to the motor, install a 10' piece of 12 gauge wire. Run the wire through the firewall. Connect to toggle. Take another 10' piece of wire and connect to other side of toggle. Run through firewall and attack it to the other end you cut.
Reattach neg cable.

This way, the circuit is still fused. You will only have high speed, but it is better than nothing at all.
Flip the switch to have high blower, and flip the switch the other way to shut it off.
