Cadillac Repair: 96 sedan deville losing engine power and stuter, volt ohm meter, stuter

what is the reason this problem. and how to repair it. i have lost all engine power,it stuters and there are no horse power. it just bogg's down.

IS or has the CHECK ENGINE light on the dash ever illuminated while driving the vehicle ?.

Problem could be:

restricted catalytic converter.

Fuel pressure/volume problem.
