QUESTION: I have narrowed it down to the E26 code is the only one that means anything, do you know any means of checking these things that fall under this code without a scanner?

ANSWER: You have a shoted throttle switch.

If you are mechanicaly inclined or know of someone who is, You will need a DIGITAL VOLT/OHM METER, Simple electrical schematics, Test procedures and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture. QUESTION: do you mean throttle position sensor?

Answer
The throttle position sensor is a totally different component. The throttle switch is within the IDLE SPEED CONTROL MOTOR.
