Cadillac Repair: Cadillac locked in ignition, volt ohm meter, salvage title

Hello,
The key of my Cadillac CTS stuck in the ignition. I have tried to take it out but it does not come. On the other hand the car does not start. The mechanic says he does not see any physical damage and the wiring sytem is fine.He also mentionned that I should try to get the whole thing reprogrammed, not mentionning that the car has a salvage title right now.
Please I need help

If you are mechanicaly inclined or know of someone who is, You will need a DIGITAL VOLT/OHM METER, Simple electrical schematics, Test procedures and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture.
