Cadillac Repair: turn signals and four ways, volt ohm meter, flasher units

i have a 98 cadillac deville my signals and four ways are not working i changed all bulbs.. is it a bad switch?

Did you check the flasher units ?.

Did you check the fuse ?.

Possible turn signal assembly in the steering column.
