Not sure what to tell you here. Ignition anti-theft system did not start until 1990 production to my knowledge.
Did you look at the owner's manual to determine the fuse locations? Did you check all fuses? When GM used the VATS in 1990, system was designed to shut off fuel pump as well as cranking ability.
Its been 20 years since this vehicle was produced and I have nothing for diagnoses on this vehicle.
If you check all the fuses and find they are all good, you may have to attempt to acquire an electrical service manual on Ebay or Craig's list to properly diagnose.
If equipped with a factory alarm, may have something to do with your problem, but I doubt it because your lights would be flashing and horn would be sounding.

QUESTION: i measured resestance at chip key aan bypassed vats before that the ignition would not starter over i dont know why the fuel pump is not on i have spark i ran a diagnosis get bcm codes but get no ecm data mayby a bad ecm? thank you starter is turning over getting power to tps conecter

Well, if your 89 Caddy Eldo is so-equipped with the VATS, my reference shows the VATS started in 1990.
If you bypassed the VATS correctly, not only will the engine crank, but fuel will be supplied as well because bypassed the VATS features are moot.
I don't know why you are not getting fuel.
