Answer
Hello,

You are going to take it to your friendly Cadillac dealer (if they are not out of business) and have the vehicle scanned to determine what the potential problem is with the anti-theft system.

Currently I am dealing with a reported stolen English piece of garbage that is so complicated that there is a very real chance the vehicle will not start for the owner most of the time, however this system does not prevent theft.

Your problem is getting more common to American consumers. You are stuck going to the dealer in hopes they can find the problem, and in hopes that the defective component is still manufactured. This is what happens when we trusted the manufacturers whose engineers have no clues as to how vehicles are stolen, designed these systems to make the consumer dependent on the dealer. Your vehicle was built before GM went bankrupt and now you may have to drive 50 miles to a dealer. It sucks!
