Cadillac Repair: anti-theft problem, 1997 cadillac sls, cadillac service

First of all I am an All-Expert in another category and decided, "what the hell I've got a problem and need help, so why not use the service I have been contributing to for many years?"
Okay here is the problem.  1997 Cadillac SLS, will not start, displays message "starting disabled, remove key, etc"  There is not a Cadillac service agency anywhere near our area so we are serviced by an independent garage that had been recommended to us by the agency we purchased the car from.  Servicing from this garage has been entirely satisfactory for our Cadillacs for the past 25 years.  Such servicing has included anti-theft devices in the past, however on this one they reprogram the system and it starts right up.  When the motor is turned off and the key removed, everything seems fine.  But when the key is inserted and starting attempted the Starting Disabled message is displayed.  The system simply will not retain programing.  I do not know what all the mechanics have done other than they have reprogrammed the system numerous times, in doing so they have used four (4) different ignition keys and replaced the battery. (apparently the system draws down on the battery and it would no longer sustain a charge, ergo it was replaced."  The car has been in and out of the shop daily for since April 5 and left there April 16 and remains.  Do you have any suggestions?
For what ever it is worth the trouble started when my wife locked herself out of the car and reached through an open window to open the car door.  The key was not in the ignition or involved in any way.

IS or HAS the CHECK ENGINE light ever illuminated while driving the vehicle and or has any other lights illuminated or any messages from the message display center ?.

What work or diagnostics of ANYKIND WHAT-SO-EVER have been performed on the vehicle trying to fix this problem ?.
