Cadillac Repair: idle speed, vacuum leak, speed regulator

my idle speed in park is running high about 2500 to 3100 rpms in park . i put a brand new idle speed regulator and it is still runnin high . i was also told the reason its runnin high is a vacuum leak causing it . can u help my phone number is  .they said there a 10 step procedure for replacing the idle speed regulator

If you are mechanicaly inclined or know of someone who is, You will need a DIGITAL MULTIMETER, Simple electrical schematics, Test procedures and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture.
