Cadillac Repair: 96 cadillac eldarado, test procedures, tcs

My car failed our states emissions testing because of the following codes, P0741, P1153, P1406. I cleared the onboard codes and ran the car, I now have a TCS code TC0083. What should I be looking for? This is the only current code.

If you are mechanicaly inclined or know of someone who is, You will need a DIGITAL MULTIMETER, Simple electrical schematics, Test procedures and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture.
