Cadillac Repair: 1984 deville a/c control head, jumper wire, clutch control

repaired deville a/c freon leak-moved on to control-control head shows approx 9v dc at compressor "drive" circuit-this circuit energizes the clutch control-should be 0v-replaced control head with new-same problem-found jumper wire from previous repair to negative blower motor to drive this circuit to 0v-removed jumper-same problem-did jumper damage new contol head?-does 0v control signal come from control head or programmer to drive power module for clutch?-wiring diagram isn't enough to tell.

Answer
Problem is more likely in the PROGRAMMER and or POWER MODULE than in the control head. Can supply voltage input and output test procedures.
