Cadillac Repair: 1997 Cadillac Eldorado repair, cadillac eldorado, throttle positioning sensor

My Eldorado RPMs don't always drop down, in fact, will surge up to 2000 to 3000 in park or neutral, or just keep getting higher while I drive.. Normal is about 740 for my car. Now 2 feet on the brake at a stop is necessary. Will a new fuel filter fix?  What about fuel filter cleaner liquid additives? Or is it something else entirely?  I only have 91,500 miles, and had the oil changed. It started before the oil change, though.

IS or HAS the CHECK ENGINE light ever illuminated on the dash while driving the vehicle ?.

NO, A fuel filter will NOT fix this problem.

Most probable cause is a faulty:

Throttle Positioning sensor.

Faulty Idle Speed Control motor.
