QuestionMy Eldorado RPMs don't always drop down, in fact, will surge up to 2000 to 3000 in park or neutral, or just keep getting higher while I drive.. Normal is about 740 for my car. Now 2 feet on the brake at a stop is necessary. Will a new fuel filter fix? What about fuel filter cleaner liquid additives? Or is it something else entirely? I only have 91,500 miles, and had the oil changed. It started before the oil change, though.

NO, A fuel filter will NOT fix this problem.
Most probable cause is a faulty:
Throttle Positioning sensor.
Faulty Idle Speed Control motor.
